Senior HR Executive/Assistant Manager (Foreign Worker Management)

The successful incumbent will oversee and manage the full spectrum of foreign worker administration and operations, ensuring compliance with regulatory requirements and supporting a smooth onboarding and employment lifecycle for PSA’s foreign workforce.

Key Responsibilities

  1. Recruitment and Repatriation
    1. Support the recruitment of foreign workers, including liaising with employment agencies and managing selection processes.
    2. Oversee repatriation procedures, ensuring compliance with regulations and coordination of travel, settlement of final payments, and documentation.
  2. Foreign Worker Onboarding and Offboarding
    1. Coordinate end-to-end onboarding processes for new foreign workers, including medical check-ups, orientation, and issuance of work passes.
    2. Ensure smooth offboarding procedures, including clearance of work pass cancellations and exit interviews.
  3. Work Pass Management
    1. Handle the application, renewal, and cancellation of Work Permits, S Passes, and other relevant work passes in compliance with MOM regulations.
    2. Monitor the validity and quotas of work passes to ensure timely renewals and adherence to company and regulatory guidelines.
  4. Liaison with Authorities and Compliance
    1. Serve as the primary liaison with the Ministry of Manpower (MOM) and other relevant government agencies for all foreign worker-related matters.
    2. Keep abreast of changes in foreign manpower policies and ensure timely communication and implementation of new requirements.
  5. Documentation and Reporting
    1. Maintain accurate and updated records of all foreign worker documentation, including employment contracts, work pass copies, and personal particulars.
    2. Prepare reports and statistics related to foreign workforce metrics, pass status, and quota utilisation for internal and external reporting.
  6. Process Improvement and Policy Implementation
    1. Review and enhance foreign worker management processes for efficiency and compliance.
    2. Support the development and implementation of HR policies related to foreign workers.
    3. Able to implement process improvement and enhancement independently
  7. Stakeholder Engagement
    1. Work closely with internal departments and external partners (e.g., employment agencies) to ensure a seamless foreign worker experience.

Requirements

  • Degree in Human Resource Management or related discipline.
  • At least 3–4 years of relevant HR experience in foreign worker management
  • Strong knowledge on Singapore employment law, MOM regulations and Work Permit / S Pass processes.
  • Strong communication and coordination skills.
  • Meticulous and able to work independently in a fast-paced environment.
  • Familiarity with overseas recruitment channels and international hiring processes
