The successful incumbent will oversee and manage the full spectrum of foreign worker administration and operations, ensuring compliance with regulatory requirements and supporting a smooth onboarding and employment lifecycle for PSA’s foreign workforce.
Key Responsibilities
- Recruitment and Repatriation
- Support the recruitment of foreign workers, including liaising with employment agencies and managing selection processes.
- Oversee repatriation procedures, ensuring compliance with regulations and coordination of travel, settlement of final payments, and documentation.
- Foreign Worker Onboarding and Offboarding
- Coordinate end-to-end onboarding processes for new foreign workers, including medical check-ups, orientation, and issuance of work passes.
- Ensure smooth offboarding procedures, including clearance of work pass cancellations and exit interviews.
- Work Pass Management
- Handle the application, renewal, and cancellation of Work Permits, S Passes, and other relevant work passes in compliance with MOM regulations.
- Monitor the validity and quotas of work passes to ensure timely renewals and adherence to company and regulatory guidelines.
- Liaison with Authorities and Compliance
- Serve as the primary liaison with the Ministry of Manpower (MOM) and other relevant government agencies for all foreign worker-related matters.
- Keep abreast of changes in foreign manpower policies and ensure timely communication and implementation of new requirements.
- Documentation and Reporting
- Maintain accurate and updated records of all foreign worker documentation, including employment contracts, work pass copies, and personal particulars.
- Prepare reports and statistics related to foreign workforce metrics, pass status, and quota utilisation for internal and external reporting.
- Process Improvement and Policy Implementation
- Review and enhance foreign worker management processes for efficiency and compliance.
- Support the development and implementation of HR policies related to foreign workers.
- Able to implement process improvement and enhancement independently
- Stakeholder Engagement
- Work closely with internal departments and external partners (e.g., employment agencies) to ensure a seamless foreign worker experience.
Requirements
- Degree in Human Resource Management or related discipline.
- At least 3–4 years of relevant HR experience in foreign worker management
- Strong knowledge on Singapore employment law, MOM regulations and Work Permit / S Pass processes.
- Strong communication and coordination skills.
- Meticulous and able to work independently in a fast-paced environment.
- Familiarity with overseas recruitment channels and international hiring processes
